TERRY Moran AO, secretary of the Department of the Prime Minister and Cabinet, will be presenting a public lecture on APS Reform on May 18 at the Australian National University. This will be followed by an invitation-only roundtable on May 19, organised by the Insti- tute for Public Administration Australia (IPAA). In welcoming the release of Ahead of the Game: Blueprint for the Reform of Australian Gov- ernment Administration (the Blueprint) last month, IPAA national president, Andrew Podger, highlighted the import- ance of ensuring the Blueprint leads to tangible improvements to the services provided to the Australian public and to the value taxpayers receive for the funding they provide. ''The health reform agenda agreed by COAG, the recommen- dations of the Hawke Report on the Home Insulation Program and the much-awaited outcomes of the Australia's future tax system review all depend upon the capability of the APS and the broader Australian public sector for success,'' Mr Podger said. ''The Blueprint draws atten- tion to weaknesses in strategic policy advising and program implementation that need to be addressed.'' The Blueprint includes recom- mendations to improve service delivery with more citizen engagement and responsive- ness, enhanced policy advising capability, firmer APS leader- ship and governance involving a stronger role for the APS Com- mission, increased investment in human capital and greater agency efficiency. By the time of the lecture and roundtable, it is hoped the gov- ernment will have responded to the Blueprint's recommenda- tions. The lecture and round- table will provide an opportunity not only to assess the Blueprint and the government's response to it, but also to explore how the APS, and the whole Australian public sector, can make the most of the opportunity for reform. Mr Podger drew attention in particular to the following issues he hoped would be addressed: How to exploit new technology to deliver more integrated and responsive services while keep- ing close links between policy and administration and clear lines of accountability How the APS might improve policy advising through more internal policy research capa- bility and closer involvement with external experts, and bal- ancing innovation and risk management How the APS Commission might ensure more consistency in pay and conditions, while allowing agencies flexibility to meet their particular business responsibilities Reviewing the size and role of the senior executive service while strengthening overall APS leadership Improving the sense of a unit- ed APS while deepening exper- tise, strengthening relationships with specialist service providers and promoting a greater under- standing of the needs of the people they serve The post-Uhrig direction for portfolio departments and specialist agencies, including their relationships with states and local government where responsibilities are shared Reviewing the measures of agency efficiency, including exa- mining any unintended impacts on service levels or quality as- sociated with the efficiency dividend.
